I have a feeling you are trying to install a PS2 or PSP game pkg. I read this exact same type of message the other day for DEX machines. If you have 'Package Manager' ex in Rebug FW and you want to install package you'll see only 'Please Wait' message. Wait till message dissapear then go to Package Manager - Playstation Network Content and install your package from there). This only works on DEX.If that is not the case, I have also seen this issue with BD drives that have not been remarried correctly or are unhooked. Did you take your PS3 apart for cleaning or anything like that? I really doubt that is the issue but you never know. What OFW/CFW did you update from?
Every Playstation 2 can play PS1 games, the launch models were just more hardware oriented. Sony later quietly removed the chip and used a pure software emulator (no physical parts were used). The launch model of the Playstation 3 used both microprocessors of the PS2's CPU and GPU inside to emulate the PS2.

What happens is that they dont show up in xmb after being copied into the hdd.i used multiman and the pkg is copied into vsh folder. But somehow they dont show up in xmb to actually installits happening on all pkg files and some are tested and confirmed working on other ps3 consoles what the heck?wait. I just tried to go into the playstation network content as u said, and the file was ready to install there. Am i on a dex machine? I never did any change other than using the most common cfw around. Im sorry, I think i may have confused you with the 'This will only work on DEX' comment.
I assumed you were using some sort of psp ps2 converted pkg, that is what only works on DEX. But as far as installing the pkgs goes, how are you doing it? Through miltiman, the xmb pakage install tool, or the install package program? Because I know they took the packge install option out of 4.30.2 and just replaced it with the package manager. If you are trying to use something other than the package manager that could be the problem. Also, check the rebug toolbox application. Which settings do you have in the second column? Im sorry, I think i may have confused you with the 'This will only work on DEX' comment.

If you are trying to use something other than the package manager that could be the problem. Also, check the rebug toolbox application. Which settings do you have in the second column?i tried with the manager that came with rebug, and with another one that would allow to queue pkgs into the xmb and install them there.the second column on rebug tools say system mode and debug menu type.it installs the pkgs if you go to the playstation network content menu you talked about. I have been talking and researching users with the same issue. With one user it was only happening with some PS1 and PS2 games but it was the exact same issue. It would even dump to the vsh directory and not installing. He fixed it by reinstalling his CFW.
The other user just uses the PSN Content install method to deal with it.BTW you never told me what type of packages you were installing. Also, have you waited til it errors out or do you manually stop it after a certain amount of time? The other people with this issue have waited a maximum of 25 minutes and they it finishes.Either way, I would try a reinstall, I couldn't hurt.
